You probably knew this already. The fan percentage is for baseline fan speed. It will go faster as it heats up. For example, I created a new profile and set the fan percentage at 45%. So the fan runs at 950rpm. When it heats up, it will go faster. It has its own algorithm to increase and decrease the fan speed.
